What is a taxi?

Taxi is a motor vehicle which is licensed by an authorised council to carry passengers from one destination to other. It is also known as Cab or cab in some of the countries. This vehicle has a driver who picks you up from your location and drives you to your destination. Usually, the car is licensed to carry from four passengers to eight passengers from a cab licensing council. Above eight passengers is categorised under a different group. This group is called a minibus which can carry passengers eight and above.

How did the taxi start? What is its history?

The history of cabs takes us back to 1605. It was the era of horse-drawn, for hire-carriages mainly operated in Paris and London. Approximately in 1800, Joseph Hansom designed a cab which had two wheels. They were much faster than the existing horse cart carriages, which gained popularity. It was because a single horse could pull these new two-wheelers. They also proved to be adequate to navigate through the traffic; it was there at that time in London and Paris. Eventually, due to its popularity, these cabs were called as Hansom Cabs.

Taxi in 1800 – The development period

These Hansom cabs popularity spread across Europe. Their popularity spread all over Europe and allowed many others to invent/develop further on the Hanson Cabs. Electric battery cabs replaced horse-driven cabs in the late 1800s. During these trial and error period of invention, Gottlieb Daimler invented the first gasoline-powered taximeter cab in the year 1897. People started calling it as taxi cabs

Further development of taxi

These cabs were also found in New York City by 1907. Harry N Allen started his first cab company in New York, which was known as the New York Taxicab Company. The cab company introduced gasoline-powered cabs with cab meters. They would charge the customers based on mileage.

It was around this time; John Hertz came out with an innovation called the Yellow cab. The question is why Yellow and why not other colours like we have in Carlisle? The reason was that the yellow colour was most comfortable for a customer to spot a cab. From there, many people used the idea of John Hertz. cab grew as an industry. It became a source of employment for many and business for some across the globe. Cab grew as an industry. Many cab companies grew across the world later giving birth to Cab Associations in 1917.

By 1920, industrialists like General Motors and the Ford Motor Company started operating fleets. The most successful amongst them was the Checkered Cab Manufacturing Company. Two-way radios appeared in cabs in the late 1940s, and computer-assisted dispatching followed in the 1980s.

Since then, there have been significant gains in the cab industry, with companies moving to be more accessible, more “green,” and incorporating an ever-expanding suite of technology into their cabs.

Types of Taxis

Four new types of cabs are available to date across the globe. They are Hackney Carriages, Private hire Vehicles, Taxibuses and Limousines.

Hackney carriages, also known as public hire, hailed or street cabs, licensed for hailing throughout communities

Private hire vehicles, also known as minicabs or private hire taxis, licensed for pre-booking only Taxibuses, also come in many variations throughout the developing countries as jitneys or jeepney, operating on pre-set routes typified by multiple stops and multiple independent passengers Limousines, specialised vehicle licensed for operation by pre-booking

Although types of vehicles and methods of regulation, hiring, dispatching, and negotiating payment differ significantly from country to country, many common characteristics exist. Disputes over whether ridesharing companies should be regulated as taxicabs resulted in some jurisdictions creating new regulations for these services.

Hackney Carriage

Hackney is the word derived from the former village Hackney, Middlesex famous for supplying horses from the surrounding meadows. These horses pulled the carriages. Hence the root of Hackney carriage roots back near to 1600s. Hackney carriage had two types of licenses. They were:

The general Hackney Carriage The Hack Coaches Hackney coaches and the black cabs

Hackney coach A coach had doors in its sides and a front and a back seat inside. It was a large closed four-wheeled passenger-carrying vehicle or carriage usually drawn by two or more horses traditionally controlled by a coachman now called as a cab driver.

The coachman had a seat in front raised high to give good vision. It was often called a box, box seat or coach box ( currently known as a driver seat). A particular breed of horses, such as the now-extinct Yorkshire Coach Horse, were developed to pull the heavy coaches.

With the development, the motorised cabs had to paint them in black initially. Hence the name black cab became popular in the UK. Currently, they are available in different colours doing the same job. However, over the years, there were many changes to licensing in the UK.

What are the changes to Hackney?

With the growing changes and needs of the modern era, the Hackney cab is no more related to black cabs in particular. The Hackey licence means something different from the past. Currently, a Hackney drivers license permits a cab driver to drive both saloon cars and seven or eight-seater taxi.

Carlisle city council distinguishes them in two categories. The first is known as a taxi (Hackney taxi) and the second known as Private Hire Vehicles (PHV). They are licensed to ensure that they are suitable and safe for you to travel in.

The laws covering Hackney Carriages or Hackney taxi and Private Hire vehicles are quite different. In brief, a Hackney taxi can:

Park on a taxi rank for the customer to hire. Can be flagged down in the street Can also be booked through a licensed operator.

Whereas, a Private Hire vehicle can only accept pre-booked calls from a licensed operator. A taxi driver holding a private hire can not park his Cab in the taxi rank, and they cannot be flagged down. It is an offence for a private hire driver to pick up the customer from a taxi rank or a flagged down area and may invalidate his taxi insurance.

Hackney taxi license

The first Hackney License dates back to 1662 where Act of Parliament established the commissioners of Scotland Yard to regulate them. Licenses were issues to horse-drawn carriages which later developed as Hansom Cabs in 1834.

Hackney Taxis Associations – Its start

Taxi association start takes us back to 1917. In 1917 a small group of taxi operators met in Washington, DC. It was to form the National Association of Taxicab Owners (NATO). The initial objective of the Association was to block a proposed tax on taxi companies. Today we find a taxi association for every state or county.
